Huawei in partnership with several ISPs (Internet Service Providers) brings out different Mifi’s with are always locked to the carrier it partnered with (ISP). So should you buy it from the carrier and after sometime, you decide to unlock it so that it will accept other SIMs from other carriers, it may get unlocked though, but you would be able to use networks that has a lower signal strength.
In the case of the devices in question, Huawei routers/mifi, it is most at times, locked to carriers that supports LTE(4G) signals only. Example is Surfline E5372 Mifi from Ghana. Here Alaska wants to give you a simple trick that will get the Huawei Surfline work with all carrier SIMs in the world.
This is very simple to do. It requires no developer skills or any high knowledge in Technology.
