It allows you to link your credit and debit cards so that you don't have to re-enter information every time you shop online. You can also link your bank account to easily send and receive money. Creating a PayPal account is free, and verification only takes a few minutes.
Believe me, you won't get this anywhere; at least not for free! Now let's begin the main topic

Yes PayPal is legal to operate everywhere but you're not allowed to create it from some countries (Blacklisted countries. Ex: Ghana). But once you have it you are free to run it.
1. Go to eBay.com
2. Click on Register and their registration page would open.
3. Fill in all the required fields with your valid Ghana information or details including your phone number.
4. After the account creation, go to the eBay search bar and search the item "iRULU" (without the quotation marks)
5. When you have the search results, click on the iRuLu tablet that is single and has the pink color around it with colored wallpaper.
6. Click on the Buy Now
7. You would be taken to a page that would request you to fill in your address. Here fill in your valid Ghanaian address and keep this as the zip code +233
8. Click on continue and you would be redirected eBay checkout page
9. Choose PayPal and click on continue. You would then be taken to PayPal Login/Create account page.
10. Here click on Create PayPal account and you will be taken to the PayPal account creation page.
11. We recommend you choose Kenya as your country. Don’t worry about anything, your address and phone number are already fed to PayPal and you won’t be asked again.
12. This is the place you add your Ghanaian Master or Visa card to it, just fill in your card details
13. Click on Accept and Create account.
14. Now you have just a step to finish. Go to your email account and confirm the account.
15. PayPal account ready. You can now add your Photo if you want to.
